Consider approval to amend Clean Water State Revolving Loan package approved May 27, 2014 in the amount of 8.0 million dollars to 12.606 million dollars for Project Number CWSRF 14-013 from the Georgia Environmental Finance Authority for the upgrade and expansion of the Potato Creek Wastewater Treatment Plant for the Water and Wastewater Department of the Public Works and Utilities Department. Director of the Public Works and Utilities Department Brant D. Keller will address.

After approving the original loan package, the Georgia Environmental Protection Division issued the new NPDES Permit for Potato Creek WWTP. As a condition of the permit the treatment plant now must treat its effluent discharge for the new USEPA copper limits. The plant had to be redesigned to treat for these new copper discharge limits. Additionally the Clean Water SRF program the Federal Government now requires the American Iron and Steel requirements as a condition of the loan. These two additional requirements increased the loan value needed from 8.0 million dollars to 12.606 million dollars. GEFA has amended the loan package approved by them and by the City of Griffin. Staff recommends approval.

Financial package reflects 4.5 million dollars will be received from the Industrial Development Authority by December 31, 2015, the Capital Cost Recovery Fee will contribute 2.0 million dollars and GEFA Loan CWSRF 14-013 will be 12.606 million dollars bring the total amount of the project to 19.106 million dollars
