Consider approval to submit for a Clean Water State Revolving Loan for the Potato Creek Wastewater Treatment Plant in the amount of $9.5 million for the Water and Wastewater Department of the Public Works and Utilities Department. Dr. Brant D. Keller will address. Approved

In May of 2014 the GEFA Board amended it rules and operating guidelines. The old loan was under the Georgia Fund. GEFA contacted the City of Griffin and advised that we could save approximately $875,000.00 dollars over the life of the loan if we converted to the CWSRF Fund. Both PCWWTP and the Flint River Pump Station were on the same loan and the Pump Station will be submitted under the Drinking Water State Revolving Loan Fund. Additionally and after the original loan the City received from GAEPD our new permit for PCWWTP. The have given the City 24 months to complete a treatment process for the removal of copper and 36 month to be in compliance. Copper was not a concern in the original waste load allocation thus was not considered in the new upgrade. The original loan for PCWWTP was 8.0 million dollars. With the addition of copper removal process it will take another 1.5 million dollars to address the copper limits in our permit.
Staff recommends approval.
The upgrade and expansion of Potato Creek Wastewater Treatment Plant will be paid for as follows:
9.5 million dollars from CWSRF Loan
2.0 million dollars from CCRF - Capital Cost Recovery Fee
4.5 million dollars from IDA - Griffin-Spalding Industrial Development Authority |
