ITEM SUMMARY:

Consider a professional agreement between the City of Griffin and Municipal Court Director Pamela Allen as an Independent Consultant, as recommended by the Georgia Municipal Association, to conduct an Efficiency Assessment of the Griffin Municipal Court, as a pilot project for GMA, in the amount of $2450 plus travel, and amend the budget accordingly. City Manager Kenny Smith will address.


SPECIAL CONSIDERATIONS OR CONCERNS:

The attached memo, contract and scope of work outline topics to be addressed by the consultant, after discussions with the Municipal Judge, Solicitor and Police Chief. The reduced fee for this pilot project will be $2450 plus travel expenses not to exceed $1000.  

The goal of this assessment is to provide recommendations for best practices relating to efficient management and oversight of Municipal Court operations to court officials.

Staff recommends approval

FINANCIAL IMPACT:

Consultant discounted fee of $2450 plus travel expenses not to exceed $1000. Total not to exceed $3450. Since this a non-budgeted item, requesting budget amendment transferring $3450 from Commission Contingency to Municipal Court professional services. The Commission Contingency budget balance is approximately $38,000. ($50,313 minus purchase cost of $11,000 + closing cost for properties on Tuskegee Ave. Closing has not occurred so exact closing cost are still unknown.)
