ITEM SUMMARY:

Consider adoption of 2016 water rates to reflect a 9% increase and no increase in the wastewater rates for the Water and Wastewater Department of the Public Works and Utilities Department. Director of Public Works and Utilities Brant D. Keller will address.


SPECIAL CONSIDERATIONS OR CONCERNS:

The City of Griffin Water and Wastewater Department's infrastructure has out-lived the usefulness of several major assets. The 1934 Cabin Creek WWTP will need upgrading to meet its new upcoming permit limits. The 1929 Harry Simmons WTP needs to be upgraded due to aging components. The 1929 Raw Water Mains need to be rehabilitated and, in some sections, replaced. Shoal Creek WWTP will need plant modifications to address sludge management and remediation. Raftelis Financial Consultants have presented numerous scenarios based on Commission input and have recommended that we review annually until the Spalding County Water & Sewerage Facilities Authority (SCWSFA) contract is completed. 



STAFF RECOMMENDATION:

Staff recommends approval.

FINANCIAL IMPACT:

The retail rate study for 2016 has been designed to address the upcoming capital needs of the infrastructure assets. The rate increase for 2016 reflects a 9% increase in water rates only. Sewer rates will remain the same.
