Consider execution of agreement with Grant Specialist of Georgia Inc. to prepare the City of Griffin’s FY2016 Community Home Investment Program (CHIP) Grant application to the Georgia Department of Community Affairs (DCA). Planning and Development Services Director Toussaint Kirk will address.

DCA is no longer funding down payment assistance programs through the CHIP program. For the next several years, DCA will focus on new construction and rehabilitation of housing through the CHIP Program. The City of Griffin has a unique opportunity to capitalize on the economic investment happening in the Meriwether corridor with the rehabilitation of existing owner-occupied housing via CHIP funding.

The fee for Grant Specialist of Georgia Inc. to prepare the CHIP application is no cost to the city. However, administrative fees will total $6,000 to be paid if the grant is awarded. The administrative fee will be budgeted in the FY2017 budget. The city’s FY2016 CHIP application will be for $300,000.00 in CHIP funds. Award of the CHIP would not require the City of Griffin to match the grant beyond the $6,000 allocated for administrative fees; however, we could allocate a minimum of $2,000 toward permit fees to be more competitive for a total of $8,000. Matching funds would be budgeted in FY2017 budget. |
